Skilled Work Regional Visa (491)

The Skilled Work Regional (Provisional) visa (subclass 491) is a five-year visa for skilled workers willing to live, work and study in regional Australia. It isn't a permanent visa itself, it's a provisional visa that leads to permanent residency through the 191 visa once you've spent three years living and working in a regional area and met the income requirement. In exchange for that regional commitment, you receive 15 bonus points on your points test, the largest bonus available in the skilled visa program, which makes the 491 accessible to applicants who wouldn't yet qualify for the 189 or 190.

What is the 491 visa

The 491 sits in the regional stream of the skilled migration program. You can be sponsored either by a state or territory government, or by an eligible family member who already lives in a designated regional area.

To be eligible, you generally need to:

Which specific regional areas you can live in depends on your nomination or sponsorship, since some states restrict nomination to particular regions within their borders. The pathway to permanent residency

The 491 is a stepping stone, not the destination. After holding the visa for at least three years, and meeting a minimum income requirement during that time, you become eligible to apply for the 191 Permanent Residence (Skilled Regional) visa, which grants permanent residency.

This structure means your commitment to a regional area is genuinely time-limited, not indefinite.
